And they must be unused and mailed in a Envelope!!!! participants must have a 4.8 or higher rating to join. Also no one with a 3 or 1 within the last 3 months can join.

Should this be a pc of the state capitol building, or any pc of that city?

Doesn't have to be a capital bldg per say, but it should be one of the captial city of your state.
